LHB provided the design for this new $2.6 million facility, which serves the City of Proctor and the surrounding areas as a combined City Hall and community activity center. This facility replaced several outdated buildings scattered throughout Proctor which housed city functions and community services. New public services are included in the center.
The building has a kitchen and concession area, a library, a computer technology center, a community arts room, several multi-use community rooms, and entertainment and museum spaces. The center also houses city management, council chambers, a public access television studio, as well as police services.
The police service area includes:
Evidence lockers
Bathroom with shower/locker room
Interrogation room
Entryway and Administrative Area
Vehicle Garage
Filing Area
Site improvements include relocation of Pionk Drive, construction of a connector street to Second Street and on-site parking for staff and the public.
The storm sewer design incorporates a bio-filter for water quality treatment before discharge to Kingsbury Creek, a trout stream. The bio-filter is layers of peat and sand over a perforated pipe, filtering and cooling storm water runoff from parking lots and the Community Center roof. There is a total of 340 lineal feet of bio-filter throughout the site, but it makes little visual impact.
