Harbor Highlands, a Hope VI Revitalization project, provides 269 units of new affordable housing to replace 200 units of old barracks-style public housing on the Harbor View hillside of Duluth. This new Traditional Neighborhood Development (TND) includes prescriptive guidelines for building scale, orientation to street, and architectural style. LHB designed multiple housing types including single, duplex, quad, 6- and 9- plex buildings as well as a daycare facility and community center serving as a gathering place for residents. The community center includes a gymnasium, computer learning center, and meeting rooms. LHB’s design team also planned the site infrastructure and amenities – a village green, tot lot, and basketball court – for the new village of colorful homes overlooking Lake Superior.
