LHB was selected to provide design services for this vibrant and vital historic neighborhood center. The well established neighborhood in the 1930’s was greatly affected by a decision made in the 1960’s to route the new Interstate highway connecting the downtown cores of Minneapolis and Saint Paul through the middle of this neighborhood, like similar planning interventions elsewhere, devastated this community.
The swath cut through the neighborhood by the I-94 freeway trench in the 1960’s highway construction resulted in the need for relocating existing residents as well as addressing cut-off, now isolated sites. St. Philip’s Gardens is a development consisting of 44 apartment units and 11 townhomes. After 40 years of use and physical decline, the need to address site and building deficiencies became apparent. The redevelopment of St. Philip’s, by Twin Cities Housing Development Corporation, is a housing preservation opportunity executed in a phased manner to minimize the need for resident relocation. The new development maintains ongoing affordable housing for residents geared to family households earning up to 60% of the AMI (area medium income) at initial occupancy.
